Driving towards Standardisation
So the EU Council of Ministers (transport) have agreed to a standard driving licence for all EU citizens
The Commission wants to standardise the licences to help easy identification of drivers, the new cards will be plastic and may eventually contain a microchip and will have to be renewed every 10 years. This is in a 106 page proposal from the European Commission (COM/2003/621
The three main goals of the proposal are:
• reducing the possibilities of fraud
• guaranteeing the free movement of citizens
• contributing to improved road safety
Those of us who already have a licence will be able to keep it unless of course we loose the licence or have it stolen, in which case we will have to have the new EU licence. The only reason for this is because it is impossible to force the new licence on all drivers without overloading the system.
The other main goal of the proposal is of course introducing Identity cards by the back door although this is not mentioned in the proposal, “Regular renewal of the document would also guarantee that the photo on the driving licence is a recent likeness of the holder†why is there a need to renew the licence at 10 year intervals if this were not the case.
The proposal states “enforcement in the field of driving licences is almost non-existent in some Member States. Given the rights conferred by a driving licence, this situation should be rapidly and drastically improvedâ€.
Improved? Rights? This is more to with the illegal enforcement of EU citizenship on us than anything to do with making driving safer the EU wants to have control. At present our own country gives us the right to drive on passing the driving test, now the EU wishes to control who will be allowed to drive.
This is yet one more step on the road to making the EU our country, just one more area of power the government we elect will not have at its disposal, just one more part of our sovereignty we have lost.
Given that we cannot be a citizen of a non state, what on earth do these people think they are doing by conferring the rights of citizenship and then the responsibilities of citizenship on us, they are only doing it for one reason and that is to gain control, and what are the government we elect doing about this latest power grab, well as might be expected absolutely nothing.
This also has another much more important dimension, one that clearly shows the undemocratic nature of the EU. It is this present commission which introduced this directive, the previous EU parliament refused to vote on it, yet this parliament is going to be asked to pass it, and by the time they get to vote there will be a new Commission, yet the same piece of legislation is still ongoing and has not fallen, as would happen in a democratic state with a new government. We can neither affect the government of the EU or the policies that are adopted and this is the most serious infringement on our basic human rights to elect the government which makes our laws and to therefore be ruled by our consent.
