The EU is sometimes so comprehensively inefficient, incompetent and heartless that it appears to be deliberately aiming to make itself absurd.

Of all the botched aid delivery packages any government, NGO or other multi-national organisation has ever created the EU’s pledge of 250 million dollars worth of aid to Central America must top the list.
