EU Embassies سفارات الاتحاد الاوروبي
Once again the Telegraph is first with the news, ground breaking investigative journalism by Bruno Waterfield in Brussels gives us the headline this morning that; “ EU plans international embassies ” مرة اخرى البرق هو اولا مع الاخبار ، التحقيقات الصحفيه ارض الواقع عن طريق كسر برونو waterfield في بروكسل يعطينا عنوان صباح اليوم ان "الاتحاد الاوروبي الخطط الدولية والسفارات"
Mr Waterdfield tells us; يخبرنا السيد waterdfield ؛
The European Union will open its own embassies under a plan critics fear represents a “power grab” by Brussels officials pushing for a federal superstate. الاتحاد الاوروبى سيفتح الخاصة بها السفارات في إطار خطة النقاد الخوف يمثل "الاستيلاء على السلطة" من جانب المسؤولين في بروكسل لدفع superstate الاتحادية.
The secret plan represents the first time that full EU embassies have been discussed seriously. وتمثل هذه الخطة السرية لأول مرة ان الاتحاد الاوروبي الكامل السفارات وقد نوقشت بجدية.
The “Embassies of the Union” would be controlled by a new EU diplomatic service created by the Lisbon Treaty. "سفارات للاتحاد" من شأنه ان تسيطر جديد بين الاتحاد الأوروبي والسلك الدبلوماسي التي انشأتها معاهدة لشبونة.
The Daily Telegraph has seen a high-level Brussels document discussing plans for a “European External Action Service” (EEAS) which was proposed under the new EU Treaty, currently being ratified in Westminster. وقد شهدت الدايلي تلغراف رفيع المستوى بروكسل لمناقشة الخطط وثيقة من وثائق "داءره العمل الاوروبي الخارجية" (eeas) الذي اقترح في اطار معاهدة الاتحاد الاوروبي الجديدة ، ويجري حاليا التصديق عليها في ويستمنستر.
Talks have so far remained behind closed doors. المحادثات التي ظلت حتى الآن خلف ابواب مغلقة. Officials fear political fallout over plans to implement the new Treaty before it has been fully ratified. الخوف من تعرضهم المسؤولين السياسية حول خطة لتنفيذ المعاهدة الجديدة قبل أن يتم التصديق عليها بشكل كامل.
I wonder what Mr Waterfeirld thinks the EU external service and offices were, they have been increasingly called embassies and these delegations have always exited but became delegations of the European Union with the Amsterdam treaty, according to diplomatic protocol the heads of delegations must be referred to as “ambassadors”. واتساءل ما يعتقد السيد waterfeirld الخارجية للاتحاد الاوروبي ومكاتب الخدمة ، الا انها كانت متزايدة هذه الوفود والسفارات ، وخرجت دائما ولكنها اصبحت وفود من الاتحاد الاوروبي في معاهدة امستردام ، وفقا لبروتوكول الدبلوماسية لرؤساء الوفود ويجب ان يشار الى "سفراء".
What the Lisbon Treaty does is to transfer control to the new foreign-policy representative and adds professional diplomats from national civil services to the commission civil servants. ما هي معاهدة لشبونة هل هو لنقل السيطرة على السياسة الخارجية الجديدة ، ويضيف الممثل المهنيه دبلوماسيين من الخدمات المدنيه الوطنية الى لجنة الخدمة المدنيه.
Of course the EU intends to operate its own embassies this is clearly one of the objectives in the EU Constitution, what is so worrying is that nation journalists tend not to see these things and do not seem to understand what is going on at a time when it is important, but make a big splash about something the blogosphere was writing about three years ago, and present it as news. وبطبيعة الحال ويعتزم الاتحاد الاوروبي لتشغيل خاصة بها سفارات ومن الواضح ان هذا احد اهداف الاتحاد الاوروبي في الدستور ، ما هو ذلك القلق هو أن الأمة لا تميل للصحفيين ان نرى هذه الاشياء ولا يبدو ان فهم ما يجري في وقت كانت فيه ومن المهم ، وإنما جعل بقعة كبيرة عن شيء فإن الكتابة عن Blogosphere كان قبل ثلاث سنوات ، وهذا على أنها أخبار.
